About the Board

The Full Employment Council, Inc. is the fiscal agent and board support organization for two Local WDBs in the Greater Kansas City area: Kansas City & Vicinity (KCV) WDB, which includes Kansas City, Mo., and Cass, Clay, Platte, and Ray Counties in Missouri; and Eastern Jackson County (EJC) WDB, which includes Independence, Mo., and areas in Jackson County excluding Kansas City.

30 YEARS SERVING THE GREATER KANSAS CITY AREA FEC was created through the efforts of the Greater Kansas City Chamber of Commerce, the Civic Council of Greater Kansas City, the City of Kansas City, Mo., and the counties of Jackson, Cass, Clay, Platte, and Ray. In 1984, a study was commissioned and funded by the Greater Kansas City Community Foundation's Affiliated Trusts, the Hall Family Foundation, the H&R Bloch Foundation, and the Civic Council of Greater Kansas City, which recommended the consolidation of all federally-funded employment and training programs into one organization to create program accountability, reduce program redundancy, and better coordinate private funds solicited for these purposes

Toward that end, in October of 1986, the Urban Employment Network, the Kansas City National Alliance Businesses, the City of Kansas City, MO Private Industry Council Administration (PICA), and the Full Employment Council (FEC) were merged into one entity. The reorganized FEC serves as the one-stop operator and fiscal agent for the combined federal job training efforts. This innovative program approach served as one of the key program models utilized in developing national employment and training policy and has been commended by state and national authorities for its innovation and cutting-edge programs. Most important to its success has been the business and community network and extensive development and execution of innovative workforce policies and programs.

The Kansas City and Vicinity Local Workforce Development Board’s vision for the Kansas City and Vicinity is to supply employers with a skilled workforce and job seekers with 21st Century career opportunities.

Mission

KCV is one of 14 Workforce Regions in the State of Missouri led by a Local Workforce Development Boards (WDBs) responsible for implementing the Workforce Innovation and Opportunity Act (WIOA) in the United States. Local WDBs are business-led, regional organizations whose mission is to provide quality local workforce development programs and services to businesses and job seekers in the region.

Structure

Chief Local Elected Officials (CLEOs) appoint members of Local WDBs, with a minimum of 51% of a WDB’s membership from local businesses and business organizations. There are also designated seats for representatives from other required partners.

Function

The Kansas City & Vicinity Workforce Development Board is the governing entity providing leadership and oversight of employment and training programs implemented by FEC in the area including: development of the Local strategic Plan, selection of operators and providers, budget administration, and negotiation of local performance measures.
